GSS: GUIDELINES FOR SUPPORT FIELD OFFICERS FOR MOP-UP

Guidelines on Deployment of Support Field Officers during Mop-up Period
Support Enumerators:
1. Must have field clearance and clearance from the RDQM before deployment.
Enumerators with less than five outstanding households, can be reassigned
within the district, on condition that they will be able to complete the
enumeration of those households before the 18th July, 2021.

2. Must be below the threshold of errors during field work as specified by the
NDQM.
3. Must consent to terms of reference (remuneration, accommodation and targets)
prior to moving from their original place of residence/area of current
assignment.
4. Should leave their tablets with the DIT but move with their ID card holders,
reflective jackets, caps, raincoats, Field Officer’s Manual and bags. These
logistics are required for deployment.
5. Should do a handing over to their supervisors in terms of notes and leave their
notebooks with their supervisors.

6. Will be provided with new notebooks and ID cards to be put into the original ID
card holders.
7. Will be given nine- or three-day contracts, renewable based on performance if
necessary.
8. Will receive a lump sum of 1,000 cedis for the nine days or 330 Cedis for the
three days based on the conditions in the contract. The processing of the
payment will be done after review of work, field and financial clearance.
9. Will be provided accommodation in/around the EA in which they will be working.
If accommodation is not available in/around the EA, GSS will make
arrangements for a bus departing from a convenient location to the EA at 5am
and returning at 8pm.
10.Will be given an advance of 100 Cedis before deployment.
Note: for Support Enumerators who were trained but not deployed in their original
districts, Supervisors should be notified and instructed to pay extra attention to them to ensure that they are collecting quality data.

Primary Enumerators working in EAs that have received Support Enumerators:
1. Will receive same lump sum for the nine- or three- day period during the mop-
up given that they have met the minimum performance targets during the
initial 14-day period (i.e. enumerated an average of 12 households a day
and/or listed average of 50 structures a day and below the threshold of errors
during field work as specified by the NDQM).
2. This will be determined on a case-by-case basis.

Note: Where the number of Support Enumerators received in an SA exceeds five (5)
or multiples of 5, additional supervisors (Support Supervisors) should be deployed
Support Supervisors working in SAs that have received Support Enumerators:
1. Will be given three-day contracts, renewable based on performance if
necessary.
2. They will receive a lump sum of 385 Cedis for the three days.
3. GSS will arrange for accommodation in or near the SA in which they will be
working. If accommodation is not available in or near the SA, GSS will make
arrangements for a bus departing at 5am from a convenient location and
returning at 8pm.

Primary Supervisors working in SAs that have received Support Enumerators:
1. Will receive a lump sum of 385 Cedis for 3 days or 1,170 Cedis for nine days if
all Enumerators in the SA met the minimum performance targets i.e.
enumerated an average of 12 households a day and/or enumerated an average
of 50 institutional population day and/or listed average of 50 structures a day.
To be determined on a case-by-case basis.

    please, is GSS paying the Primary and Secondary field officers for the mob up contract separately from the 70%.

      Currently, GSS priority is pay officers for the main activity and after payment for the mop up will be done. Keep Following us, we will update you issues relating that. Hope this message finds you.
